Does Bricklink automatically collect the VAT when shipping from the USA to Germany?

I have a buyer asking how VAT works to Germany and I do not know.

Yes, unless the order is 150 euro or more.

Please note you have to send the IOSS number electronically (PayPal ShipStation
doesn't allow for this).
