I have several sets of batteries that are for the light up minifigures from Star
Wars. Am I allowed to sell them as a kit? I’d include instructions on how to
safely replace them.

Are they “made,” or rather “packed,” by LEGO?
If not, I don’t think you can sell them here.

There's a note about the same batteries for the Exo-Force light brick, but
the light up's are less fail-friendly.

No, they are from a different company that makes batteries. I just thought there
MAY be a possibility because in the ToS it says “Certain non LEGO items that
are deemed by BrickLink to be part of LEGO fan culture may be listed.”

Well, I don’t know what items the ToS is referring to exactly but I would think
of something like gears made by some other brand but with the agreement of LEGO
(not sold by LEGO).  Like a T-shirt with a minifigure print… but not a common
battery.

(Remember I don’t talk for BrickLink or LEGO.)
