I saw the post earlier about someone not being able to transfer money out of
paypal. Well I'm currently not able to print postage on paypal. Is anybody
having this issue?

Yes, I just started shipping orders this afternoon and ran into the same problem.

I'm having that same issue. I was also charged for the postage as I attempted
to print the same label twice. Does anyone know what the procedure is to obtain
a refund from Pay Pal for the postage?

They usually refund it right back to you. Sometimes it may take a little while
longer. If you don't receive your refund automatically back by tomorrow,
you should just call paypal and have it taken care of.
