I've recently dealt with a potential problematic buyer. They sent tons of
messages before and after they ordered, and processing their order was very time
consuming. I won't go too much into details and I think I've handed the
situation in a way that should satisfy them. However I'm definitely not wanting
to ever deal with them again so I'm considering stoplisting the user.
They have received their order (tracking info updated) but didn't complete
the order or left any feedback. It's been a few weeks now so I don't
think they will ever complete the order.

Yes.
Have you left them feedback? It might prompt them to leave feedback for you.
Did they leave feedback for other sellers? If not, they probably won't leave
any for you.

That is entirely possible. The buyer won't know that they've been stoplisted
until they visit your store or try to send you a message, but they can still
leave feedback for up to six months after the order date.
