It looks like you don't have any shipping methods set up. If I recall in
previous threads a shipping method is required to open a store.

Well, it’s certainly required if you want buyers to be able to check out


As for things that are supposed to be necessary according to the help pages,
like terms, there’s an awful lot of new stores that don’t have them.  I still
don’t know if they had them to pass the verification and then deleted them or
if they were verified without any
