I have had 2 customers write to me and say they couldn't place an order through
instant checkout because paypal wasn't working in the last week. Not sure
if it was the same problem.
I would suggest it would be a Bricklink problem rather than a paypal problem?

Yes, it is very frustrating, does sound like the same problem. Only been the
last few weeks. Not sure if its bricklink or paypal side. Ive had seller ive
had to leave waiting

from paypal, but then they cannot mark the order as paid or shipped.

Beware, if you’re buying abroad (seller not in Australia) for less than AUD 1,000,
you’re committing tax evasion by paying offsite.
BL has to collect Australian GST and can only do that with Onsite (PayPal or
Stripe).
