Greetings, all. Our store has been targeted by a scammer out of China with multiple
accounts and usernames. This buyer is demanding off-site payment and has violated
numerous BL policies as well as our own store policy which does not support drop
shipments overseas.
User names associated with this account are: taotaojin, tricker1110 and nyr2012.
After canceling his order, he was able to leave negative feedback. What other
avenues are available to us as a seller beyond adding these profiles to our stop
list? I believe he'll continue to set up new accounts and make additional
purchases from our store. Please help! Thank you!

You've been around long enough to know you have to do NSS's instead of
just canceling.

I would report the buyer for violating BL terms (BL won't enforce your store
policies). Hopefully you can get that negative feedback removed.

With an NPB, yes, he would accept the buyer's terms. If the buyer then pays,
the seller must ship. The buyer is then free to also give a negative rating...

Have you considered setting up Instant Checkout only? This would prevent him
from placing an order without payment. Even if it's something you don't
wish for the long term, perhaps a short term solution until the person finds
another hobby.

+1 to Instant Checkout. You may also consider setting your payment accounts (PayPal
and/or Stripe) to bock all non-US payments, if they are trying to send from other
countries.
You could block China from the list of countries you ship to. That would stop
further abuses.
To deal with any current orders you need to file NPB, if he doesn't pay onsite
then once the NPB completes, the feedback is removed.
Since you canceled them instead, you might want to file an issue report through
the Help Desk. I suggest "Problem with Member" or "Problem with order".
Hopefully BrickLink admins can take action if this buyer is targeting other stores
as well. They will need to be reported instead of having their orders canceled,
though.
Regarding the "drop shipping", this seems to be an increasingly common
practice for some countries, you need to address the package properly, if shipping
to a "drop shipping" address.
Cheers ...
