Over the past couple months I've run into a strange bug. When I make an order
I use my current address (WA) under step 2 shipping. I'm then taken to paypal
where I see the same shipping address on the confirm screen.

At this point I see the correct address on bricklink on my order, but if I go
to paypal I see an address of mine from like 15 years ago (IL). This is unfortunately
the address that sellers see, and so I now have 2 orders that I'm guessing
are completely unrecoverable as they were delivered to an address half way across
the country. I've scoured both paypal and bricklink but don't see this
old address anywhere. What could possibility be going wrong?!?

I think you need to contact PayPal support.

I've contacted paypal and they say the address came through the API, so it
seems that this is an issue on bricklinks side. I'm however having a very
hard time contacting support (if it exists)

You can contact the Help Desk that here: https://www.bricklink.com/v3/help/contact.page
or here: https://helpdesk.bricklink.com/Main/ (you need to re-register with the
same address as on the main site)

The second site allows to follow your tickets (even if opened the other way).
