Was filling out a help desk form and gave all the information required and hit
the submit button but after doing so it said page can't be displayed due
internal server error. Am I to assume the form wasn't sent? Thanks just
trying to resolve a NSS issue.

Maybe, maybe not. Who knows?
Was it on the helpdesk site or were you answering in the NSS?
that is usually the error bricklink gives when something is chosen wrong for
example you use a minifigure number while requesting a change in the part form
instead of the figure forum and similar so maybe double check that you selected
everything correctly

Good practice would be to say “You’re holding it wrong.”
