I’m a US based seller with an international buyer interested in buying an item
from me. I did not previously have international buying allowed, but I have
since opened up an international shipping method solely for the country that
they reside in. However, they are informing me that once they put the item in
their cart, they cannot check out because it says “Seller does not accept international
invoice.”
The current international shipping method I have set up uses manual invoice,
so does this mean I need to set it up for an automatic invoice? Or is there
something else I need to fix on my end? Thanks!

I don’t know much about selling but I see in your terms that there’s only a payment
method for “buyers in USA.”
So my guess is that you need to open up your payment method and/or link PP Onsite
to your international shipping method.

Ah, I see! I had checked basically every tab of the seller settings except for
that one! I think it's fixed now? I appreciate your help!
