| Hi all,
I have a question.
On 3/18/23, I created a First Class shipping label for a 7x4x4 box that weighed
4oz. I paid $4.44 for the label. I shipped it out the next day.
On 3/26, I got a notification from USPS that the package was changed to Priority
and I was charged an additional $5.63.
I was not asked to change from First Class to Priority. Did the recipient request
it without consulting me?
I e-mailed USPS to complain about the situation on 3/27, but there hasn't
been a response yet.
I paid the charge (required in order for me to print additional shipping labels)
What do you think happened here?

I've had 1 or 2 with Pirate Ship and they were resolved in my favor. I'm
kind of surprised Shipstation doesn't have an appeal process.

No, not your recipient. This is caused by the USPS Automated Package Verification
(APV). It scans packages and supposedly checks them for accuracy. What it actually
does is randomly charge people like us money they don't owe. There's
a complicated process to fight the charges. Eventually, someone actually looks
at the image generated when they scanned your packages, realizes it's their
mistake and refunds your money. I decided it wasn't worth fighting for the
$3-5 and just write it off as a 'technology fee.'

If you think these adjustments are incorrect, you can contact USPS Customer Care
at 1-844-819-5187 or verifypostagehelp@usps.gov to open a dispute. Make sure
you have the IMPB and Revenue Assurance ID below to identify the adjustment.
USPS will respond within 5-15 business days.
Don't fight it unless you are sure it is a mistake.

I think the APV screws up when more than one mailpiece gets scanned at the same
time -- such as a small padded envelope is pushed up against a larger package.
I like that PirateShip has a very easy process to fight the charges and they
do all the work at getting your money back. I have had success 4 or 5 times.
The offending mailpiece that screw up my packages has been a Priority Mail flat-rate
flat envelope and somehow my bubble mailer ended up sitting atop one as it went
thru the APV scale/scanner, causing my 4-ounce parcel with no PM Markings to
weight much more.

File a dispute via email. (there is an email on the page above). Give them as
much detail as possible. adjustment number, tracking number, ship to/from addresses,
etc. I've had it take months for them to get back to me. But I've
won every one of mine when I filed the dispute.
I'm thinking that more than one package winds up in or on the automated scale
& scanner system. I assert as much in my dispute. Several times I've had
very small USPS First Class Packages shipped in #000 or #0 bubble mailer get
adjusted as a priority flat rate item. I'm guessing a scanner catches a
QR code on another package at the same time it catches the bar code on my label.
Or two packages on the scale increase the weight throw off the weight.
I've always asked for them to check the cameras. (they must have pictures
or video). Since I can track the package back to a BL order, I can be fairly
certain what sort of packaging I've used.

Indeed! I just got a refund a couple of days ago. Actual cost was $3.75 for
first class, got a notice that it was changed to $14 priority flat rate (which
was more than the cost on the entire order)! In the dispute comments field,
I outright accused them of theft and threatened to contact a postal inspector
(not sure how much of a threat that actually was, but my refund was processed
in a matter of days).
The galling thing is that in every one of these that I hear about, it always
seems to be up-charged from first class to priority. You'd think there'd
be some sort of automatic human review when the cost differntial is as glaring
as it was in my case. They must recoup enough money to make it worthwhile to
continue doing this, but it mostly seems like it's just a great a way to
piss off honest customers. I can only see it resulting in more people underpaying
for postage in order to recoup their losses to the post office.
I may still call the postal inspector just to see what the heck is going on and
let them know they are really angering a lot of people. The number I got from
my post office is 877-696-5322.
