A few days ago, an order (I am the seller) returned.
It had a message from the postal office: "Person didn't come to pickup
in time."
The order didn't have tracking (it's a very low value order, where shipping
is actually more expensive as the contents...).
I guess I will give a full refund, as I always do when there is a problem. Still,
it feels a bit wrong I should cover for the shipping costs, as the service was
delivered but for some reason the buyer didn't collect it. What would you
do?

Contact the buyer and tell them that it was returned to you because they did
not collect it. And ask them whether they still want it.
You are meant to refund in full (including postage) or pay to get it delivered
again but customers here might be a little more forgiving. This is partly why
I don't do very small orders. If there is an issue, just postage costs can
end up wiping out not just any profit on the order but the full value of the
order or more.
