I had an order that was thought to be lost in the mail and a refund was issued
for the full amount of the order and the order was cancelled. I filed a missing
notice with the post office and about a month later the package was found and
delivered to the buyer. I have the email notification from the USPS that the
order was delivered. How do I have the buyer resend the payment for the order
now that the order was delivered?

If the buyer has agreed to pay for the order simply send him or her a PayPal
invoice (minus any sales tax or VAT, which you aren't able to remit).

Only if they are willing. Otherwise you can’t force them but if they are willing
you could create a custom listing on bricklink for the same order value and then
they buy it so bricklink gets their tax and nothing illegal happens

You have to contact the buyer and hope they are are willing to pay you.

For future refernce, the USPS missing mail search request has an option to send
the package back to you if it is found.

Good to know! USPS has only lost 2 of the probly 4000 some packages we have sent
over the years (BL and everything else). And one of them was delivered a month
after we refunded the buyer! Say what you want! In general, they are good at
what they do!
