No accessories are not expected unless you are selling a set such as a complete
cmf set otherwise it’s for most figures just the legs torso head and headgear
(some with capes some with backpacks, etc) but no accessories. The best way to
see if it has anything abnormal is just click on minifigure inventory on its
page and compare that inventory against the figure

NUBS is correct. But, there are some exceptions and rule breakers.
One example is this Luke Skywalker fig. It has a (required) backpack with a
bunch of parts in order to be considered complete. The result is that the prices
are stoopid expensive just because of the backpack that includes one exclusive
decorated tile.
But, it cannot be listed without that deco tile to be considered a complete fig.
The catalog listing for the fig without the backpack has been decommissioned
for some silly reason.
