I believe the axle with white wheels was produced but not known in any sets.

This axle might have been available with the black brick or someone may have
swapped it with the red one.

Several axles in white for sale and I believe I have one or more somewhere.

Alternatively it could be an axle broken off a plate version and the axle added
to the brick.

The axle is in a closed hole on the plate, has to be broken to remove axle but
the brick can be on open hole that it snaps into.

There was definitely an axle with white wheels that appeared in a few sets in
a different assembly:

Part No: 122c02assy2 Name: Plate, Modified 2 x 2 with White Wheels with Black Tires 15mm D. x 6mm Offset Tread Small (122c02 / 3641)
*
122c02assy2 (Inv) Plate, Modified 2 x 2 with White Wheels with Black Tires 15mm D. x 6mm Offset Tread Small (122c02 / 3641)
Parts: Wheel & Tire Assembly

It is possible to remove a wheel from the axle and slide the axle out of the
plate, maybe putting it in a different part (like a brick). Also some of the
older bricks had open clips instead of closed, you could swap out an axle fairly
easily.

Never tried pulling the wheel from an axle.

I've done it 1 or 2 times - it's not easy but it can be done.

Well I happen to have 4 of them. Apparently in new condition and they look like
factory originals to me. No evidence of any axle tampering that I can see. Do
you know what set(s) they might be from? If we can link them to a confirmed legit
set source set I could then add them to the calalog.

I still have a feeling that these are as produced but sadly no evidence to back
that up.

I don't think they need to exist in a set to be added to the catalogue.
