no no.. I think the op is referring to more like promo codes, so any user on
bricklink can use it if they know the code. Which I think is a great suggestion.

Why not just charge lower prices to all or set up discounts when hitting thresholds
through at checkout. That also encourages multiple uses of the discount 'coupon',
meaning repeat orders.

But that's not as obvious to buyers as promo codes. Promo codes also have
more flexibility. I could set a "family and friends" one that I only give out
to people I know. I could also do limited use one, like first 50 people to use
the code get x amount off. After that, it gets cancelled.

tax applies to the total order value of $100. Whereas sell the items for $50
and sales tax and fees are reduced.

But there's also the mentality behind it. Customers like the thought of a
special code that saves money. Why else does just about literally every website
have coupon codes. And I also go back to flexibility. Lower prices goes for everyone.

Yes, I know it is to sucker people in with an advertised discount thinking they
are going to get a deal but then usually find high prices. It works well if people
find the coupon then browse that store but not so well if you search the site
by price as coupons don't apply until the end, so if the coupon users raise
prices to cover the coupon they wont be found so often.
If they do it they should not allow mass spamming (as for normal coupons), and
only allow general coupons to be distributed off site (via twitter, Facebook,
etc).

Why not - but please FIX before the fact that coupons are to be manually selected
(even if there's only a single one) at the very last page (or such), at the
very bottom of the check out.
My stats are that something like 90% of Coupons are simply not used, because
people forget, and/or can't find them.
For 1 year approx I refuse a Coupon for missing parts (of some value) because
I lost hundred(s) € maybe in coupons I forgot to validate
