In the manual, On step 18, 4 6628a are required to join part of wheel to the direction of the car.

The tow ball techninc pin is allready in the inventory as an alternate item.
It depends on what version of Steering Arm your set came with if you use the
technic pin or axle version with towball.

Yep. And the Technic pins with tow ball would have been this version instead:

Should the A and B designations be flipped? Since the the A version appeared
before the B version.

If (minor/insignificant) part variant designations are created, shouldn't
they at least be done in a logical order?

I am just asking -- I am not trying to be confrontational or argumentative
or grumpy.
