I’ve wanted to ask this question forever to a catalog admin - why isn’t Nidhogg
dragon listed with part inventory under Animal, Air? Just about every other dragon
in a set is listed in that category- why not this one? I have the dragon, or
most of him, hard to know without parts inventory, but can’t list it separately
from the set.

I can't answer why it's not in the catalog, but with such a small set,
here's what you can do:

Add all parts from the set to a wanted list. Look at an online copy of the instructions
and delete the non-dragon parts from your wanted list. You're left with
the parts for the dragon.

Probably because no one's done the work to create an entry for the Nidhogg
dragon. I'd be happy to find some time to do that in the next few weeks with
my copy of the set if there are no other volunteers.

That would be awesome if you have the time! The set is so old now, I’m surprised
no one got to it by now.
