Hello. Can you add a weight to items that don't have one listed? In this
instance the 71028 set. Just so it will get the buyer a shipping cost instantly.

here before. I didn't see an option for weight then and I am still missing
it now. Is there another link on the edit more page i am missing?

There is a setting that you may need to enable. Go to your store settings under
the management tab and make sure that this box is checked.
