I personally got one used copy from the original owner having the Canadian flags applied.

It looks like this set also came with
 
Part No: 777pb02ridged Name: Flag on Flagpole, Wave with Canada Pattern, Ridged Flagpole
* 		777pb02ridged Flag on Flagpole, Wave with Canada Pattern, Ridged Flagpole
Parts: Flag, Decorated
in the early Canadian copies.

Adding it to this set would un-orphan it.
