No, look again, it’s a 2x4 with a 1x2 letter tile on top.

No, look again, it’s a 2x4 with a 1x2 letter tile on top.
In that case there must be either an uncatalogued variant or a version with a
misprinted instruction. On my copy of the instructions, there is a blue 2 x 2
and the letter tile is either on top of a white 2 x 2 or the white plate from
the previous layer, the instructions are unclear

Yeah, those were made/painted by hand. Easy to miss the little bit to paint
in blue
