If you want to have the inventory reflect the most counts found in a set, please
accept these changes.
Here's what I found in my two sets (counted twice).
OK DBG 93, 93 (currently 93) - regular LEGO bag
OK Sand Blue: 24, 24 (currently 24) - regular LEGO bag
OK White: 62, 62 (currently 62) - regular LEGO bag
OK LBG 32, 32 (currently 32) - regular LEGO bag
Yes, one set actually had too few red parts in it! All bags with varying contents
have different look that the ones usually used by LEGO, so I suspect these parts
were counted by different machinery than usual.
, and half of the round plates had more
extras in these sets than in the current BL inventory. It seems that the number
of extras are consistent in bags that come from LEGOs regular sorting machines
(these can be identified by the regular bag type). These are the bags with low
counts (I believe for set 31200 is was Orange, LBG and Sand Blue). All other
bags in the set have different types and I believe they're created by weighing
machines that pour parts in until a certain weight is reached, which accounts
for the non-consistent number of parts in them.
So what now? Why have a random number of extras in the inventories? You will
most likely never run into a set with that particular set of extras, and for
used sets, how many would you include (if any)?
I believe a decision should be made for these kinds of sets to either:
1) Put "1" for all extras, except for those that are believed to always have
consistent count (e.g. technic pins for this set).
2) Remove all extras for parts that do not have consistent counts.
In either case, a note on the inventory should explain the consequence of the
decision made. As it is now, the note just states are the current numbers are
meaningless.

In the end, it doesn't truly make a difference. There will have to be notes
regardless of what direction is taken, and there is always the caveat that "BrickLink
does not guarantee an inventory to be correct and therefore an inventory should
be only used as a guide."
