Can we make neutral feedback not decrease our stores praise percentage. I have
just received a completely unjustified neutral feedback and it really harms my
stores reputation

Neutral feedback isn't praise though so it should decrease the praise percentage.
The buyer obviously thought you use poor packaging and so it should be highlighted
to other potential buyers. They can then use all the positive feedback you have
to decide if the one neutral one should be believed.
