You can list either type under this entry. If you wish to specify which type

Why two different scenarios?
Because not every mould difference is considered significant on Bricklink. It
is a trade-off, because when for most people the variation doesn't matter
it can result in splintering - sellers appear to have fewer of an item in the
listings because they are split into variants. There are many of such examples.
You're right that it may look inconsistent since it's both about clips,
but with plates with clips it is arguably more relevant what the variation is,
as you may be using several in a row and want them to look the same, whereas
axeheads are usually just used as axe heads and the difference isn't considered
cosmetically relevant.

I guess it's always a bit of a compromise, because not everyone wants the
same things. For example I have a classic space collection and only want goblets
with band around the stem because the modern ones look off.. but Bricklink doesn't
distinguish - just my luck
