You linked the Helicarrier's one, where there were no minifigures and this
microfigure represented the characther himself.
In this new set it represent only a sort of micro-project of Tony Stark.
Due to this, I have made the question. We will add it as a Super Heroes's
minifigure (as Helicarrier's ones) or only as an utensil (as, for example,
the astronauts of the International Space Station)?

It would be considered a regular piece. There are minifigures in this set, and
this is on a different scale that does not represent a minifigure in the set.
