I believe the instructions for the build are the image on the bag. In that image,
only one brown 1 x 2 brick is used. I thought the image could have been a mistake
by LEGO, but the LEGO replacement parts data also only lists one brown 1 x 2
brick. Based on these two data points, the second brown 1 x 2 brick will be made
an extra.
