With existing inventory you can only build 2 wheels, but you need 4 wheels. Source: Building instruction.

Existing inventory looks correct to me and Lego replacement parts also shows
the same quantities of these parts.

I believe he is accidentally putting the brown tread covers on both sides of
the track unit. Clearly they only go on the outside.
