Change counterpart plain orange skateboard to the stickered version in inventory for Capital City.

I have accepted this request. However, in the future, the plain version of the
skateboard with wheels needs to remain in the Counterparts section, also, since
it is an assembly that can be made from parts in the Regular Items section. I
have gone ahead and manually readded that assembly to the inventory.
