The box art cannot be considered as evidence. Sometimes what actually came in
a set is different than the box art or instructions.

The box art cannot be considered as evidence. Sometimes what actually came in
a set is different than the box art or instructions.
Like Reza said, the box art cannot be considered evidence without some additional
knowledge behind it. The flags with right-handed waves were not introduced until
the late 2000s. Therefore, the ones in the images on the box must be prototype
parts since the flag was released the same year this set was released: 1984.
So even though the images show the flags with right-handed waves, only flags
with left-handed waves were produced and included in sets for well over 20 years
after introduction.
