Set 1347-1 is an early version of this set. The same changes should be made there.
In the past the inventory for these sets was probably created based on only the
catalog images.

I sincerely apologize that no one has gotten back to you on this request. The
inventory administrators have a lengthy backlog of almost 200 pending requests
going back to July of last year:

Much of this has to do with the few months no one was working due to a change
in the status of volunteers:

In the case of the particular requests you've made for Set 9868, these requests
may require more evidence. This one, for example:

Change 2 Part {Green to Blue} 3069b Tile 1 x 2 with Groove

is not supported by the evidence you provided. Because this set is relatively
rare, the IAs are probably still looking into it.

Along with all of the above, which is true, the Inventory Admins also have to
set priorities on the work that we can do in the time we have. We do have lives
outside of BrickLink!

Usually, our time commitments to BrickLink are spent on verifying new inventories
for the catalog and working with users to get new inventories into the catalog.
In other words, new inventories are priority number one and use up most of our
time. And it must be like this because new inventories provide the absolute most
value to the community and the site in the short term.

Our next priority are the change requests that affect more recent sets that are
still being parted out or the change requests that are in line with catalog projects
that are being conducted (such as change requests that remove undetermined entries
from inventories, part color reassignments in sets, etc.) These change requests
are relatively easy to get through and provide a larger benefit to the community
in the short term than those explained below.

After the two priorities above, we use whatever time we have left to dedicate
to BrickLink verifying stickered counterparts being added to inventories and
working on researching all the other changes being requested for older/vintage
inventories. Both of these things take large amounts of time and provide the
least benefit in the short term to the community. The changes to older/vintage
inventories are particularly hard to accomplish because the research is at times
daunting, unclear, sporadic, etc. Not to mention that there are usually many
more errors in these older/vintage inventories that require fixing at the same
time to try and make them as accurate as possible. So the fact that these requests
require the most time from us yet are the lowest priority means they can sit
for months with no action. It doesn't mean that they have been forgotten
or they will not be addressed.

This is really a question for the IAs, but I'll reply since I'm the one
that mentioned the blue tile. I did not see the blue tile anywhere in the picture
you posted, which is why I mentioned the lack of evidence that it came with this
set.
