3 are used in the building and 3 are extra parts.
One red 4073 is in one of bags numbered '1', two red 4073 are in one
of bags numbered '2'. Normaly Lego add one extra of part 4073 per bag
(of course there are exeptions like in some 2017 sets), so from this logic there
should be two extra only (part is in two bags). Here I also see only two extra

So you found in your set one more extra red 4073 is this correct? Just want to
be sure
I am not sure, if the third one was included in bag 1 or 2.

5 extra light blue round plates included into this set, but only 3 bags with
these
plates. Two bags had 2 plates extra in each bag - and this set came out 2018...

Though this set is hardly “normal,” with all the water round plates needed (284).
It isn’t unbelievable that “rules” for bags of mixed bricks with a couple of
round plates aren’t the same than the ones for special bags with dozens of them.
Now, what I think is that TLG noticed we had their rules figured, so they randomly
change them.
I have the ability to note any differences in my personal inventory at Rebrickable.

Since you found it in a sealed set, then yes. Please submit a change request,
though, so there will be a record of the details.
If there were the ability to note them as alternate spare parts, I would submit
a change request. I have no wish to make the BrickLink inventory conform to what
may have only occurred in my set.
