I found exactly two reddish brown 4215b in a large lot of bricks containing set 7199. These panels can only come from this set because there is not a single reddish brown 60581 in the lot, and there is no trace of neither of the sets 5378 and 10144 (the count of 2 would also be a mismatch for these other sets). Because 4215b is the older version, I've switched 60581 to be the alternate.

Sorry, but I don't think a misc lot of parts is a good justification for
this change to a verified inventory.

accurate and has solid, articulable reasons for that confidence.
However, some good news on this request: it has been approved. I was able to
find a review on Eurobricks from the time the set was released which showed the
part you're asking for (see photo).
Additionally, the inventory change log for this set shows that the part was originally
included by the person who did the set inventory and was changed to the part
with side supports on December 5th, 2011 by member locker47. Also, as you point
out, the Peeron inventory shows a MISB set as the source and includes 4259b (although
I do not consider Peeron a conclusive source in isolation).
