Verified with two sets.

Extra parts can vary by market/region and are not guaranteed to be in every set
- that's why they're in the Extra parts section. I'm sorry that
your two sets did not have these extras, but someone else's set did include
them. These requests will not be approved.

I also just built this set and made a change note at Rebrickable. My set had
the extra Dragon Wing, but not the Round Plate.
