I see that Quote function does not reserve or in any other way prevents an item
from the quote to be purchased from other buyer*.
I would like to suggest a way of preventing this. Maybe we can have an option
to ENABLE/DISABLE buying an item from other people:
[ ] reserve items in a quote to be reserved for that specific buyer
Maybe this options should be ENABLED for everyone by default (new and existing
stores).

Voted No.
As with any items in a store, first one who check out gets the item...
Automaticly reserving something for a buyer has the inconveniance that an item
is 'blocked' for other buyers, nice, but not all buyers 'getting
a quote' check out, so during that time items would be 'blocked'
(imagine the potential abuse by competitor sellers of certain items).
What needs to be changed on BL is that when an item from an existing quoted cart
has been purchased by another buyer, the existing cart is simply 'adjusted'
and the potential buyer would need to be able to checkout on the cart 'minus'
the item(s) that went to another buyer.
Such functionality works perfect on BO, BL just hasn't figured out 'how'
to implement it after near 2 years now...
I am not saying that this must be forced to everyone. This is an option. So default
setting would be DISABLED then. And if you don't want this feature ENABLED
then you could still vote YES.

But Quote requests should work the same way across the whole site. Otherwise
it would be too confusing for buyers.

Voted no as well. Not enabled quotes, not necessary - all orders are processed
before advising buyer what their shipping costs will be. Tying up inventory or
'rszerving it for a quote' would not work - no one gets 10-0% of their
quotes to orders so stock would be 'tied up' rather than being available.
The problem here is how long as a seller would you want inventory tied up without
a guaranteed sale?
If you list something new and undercut a rival, then that seller could request
a quote from you, meaning nobody can buy your items. Then when the quote expires
after three days, they can do it again, and again, ..

After the 2nd quote from that seller, they'd be on my SL
I would only vote yes for such a suggestion, if it required purchase within a
set amount of time, say...24 hours. Otherwise...NO. It also should NOT default
to allow buyers to "reserve" items, it should default to not allow buyers to
reserve items, and sellers should be able to re-set their options to allow buyers
to do so.
