This is not a common extra. I agree that it would be best to remove it. Better for sellers to have extra then be short.

I inventoried this set. The sets that I parted out all had the extra 2 x 12 plate.

I don't think Nikilyn is denying that your set or my set (when I confirmed
the accuracy of your inventory) had the extra part. She's only saying:

I cannot speak for the inventory administrators, but I don't believe they
subscribe to the philosophy being advocated. This is likely because extras are
called extra for a reason: they aren't part of the set build and aren't
guaranteed to be included in every set.

I just opened a sealed

Set No: 41091 Name: Mia's Roadster
*
41091-1 (Inv) Mia's Roadster
182 Parts, 1 Minifigure, 2015
Sets: Friends
It had only one 2 x 12 plate loose in the box.

There is a possible issue here.

Complete - Contents are brand new and may have been removed from their plastic
bags and handled for inventorying purposes only. Includes all contents that originally
came with set including extra parts, stickers, instructions (if any) and original
box/packaging.

If I were a Seller, I would list this set, where I just opened the box, as New
Complete because I haven't removed anything from the box and the bags are
still sealed. A buyer receiving the set checks the BL inventory and demands
the extra plate because I listed it as New Complete. Both the Seller and the
Buyer have valid points under the listing policy and extra parts in the inventory.
. The original inventory and its verification were done by 2 reputable BrickLink
members, so the Buyer would assume that there would be an extra plate in each
set. The main reason it's an issue in this set, is because the plate(s)
are not in a sealed bag, so the Seller cannot prove s/he only received one.

I believe this is what Nikilyn was addressing in the hopes of avoiding such a
possible conflict.

Don't confuse the term "extra parts" in the rules for listing with items
in the Extras section of the BL inventory. The extra parts referenced in the
rules are those that came in that particular copy of the set, not the conglomeration
of extras we end up with at the foot of inventories. It was well known by the
time the extras feature was released that extras were by their nature variable,
and that is why there is a provision during partout that directs the seller to
choose how many of each extra there are (including zero).

Look at this case:

Set No: 8293 Name: Power Functions Motor Set
*
8293-1 (Inv) Power Functions Motor Set
10 Parts, 2008
Sets: Power Functions
If people took the inventory literally as the standard for selling a new/complete
set, they would be required to have both types of small gears, which is senseless.

Another example, the 1 x 1 plates in this set:

Set No: 21012 Name: Sydney Opera House
*
21012-1 (Inv) Sydney Opera House
270 Parts, 2012
Sets: Architecture
When the set was released, 1 x 1 plates were as rule not included as extras,
but the rule changed during the production of the set, and at that point the
plates were added. Someone selling this set as new/complete (or someone like
myself who always includes extras when selling used sets) is *not* obligated
to include the plates if they did not originally come in the set.

For this and for many other reasons, BL inventories are really not suitable to
define what is complete or not. It is a burden they were not desinged to bear.
More on that here:

You are overthinking this. Most people wanting to reduce extras are doing so
simply because they want the BL inventory to match their set contents perfectly.

Yeah I was playing Devil's Advocate(overthinking) and putting myself in conflict
with myself!
From the inventory aspect I was thinking like a Seller because I need about 50
of these plates for 4 MOCs I'm working on, and having the extras would have
given me more to Sell/use. Then when I opened the set and didn't have the
extra one, I became the disappointed Buyer.

Adding a note is the best solution for BrickLink's inventory. There was
a discussion on this at rebrickable as well, and there, because of the difference
in the site's primary function, the best solution was to remove the plate
from the set inventoried extras. Anyone having the extra plate included, can
just add it to their rebrickable loose parts.

That is also my experience. And I support that policy if extras are present in
a significant number of sets and not just a packing error in one set. Although
I would also support adding inventory notes if there are differences in extras
between earlier and later production runs of a set.

Hello,

It is not uncommon to find extras of a larger part such as this that are included
loose in the box and not in a sealed bag. Examples of this include plates, plant
vines, long hoses and axles. I will add a note to the inventory about this extra.

Thank you,
Jen

It would be better for sellers to either examine the extras like they are supposed
to or to not include extras in their partouts.

The partout feature is not a one-button solution to getting parts in your store.
It was designed to take most of the tedious work out of breaking sets, but because
of variable parts (not just extras) and mistakes in inventories (and we know
that we all make mistakes), there is still some manual work to be done.

In the same way, the autopopulate feature for submitting inventories was not
developed to enable people to submit inventories without checking contents of
their sets. It was designed to remove most of the clerical work from the compilation
process, and reduce typo-like errors from the upload process. Every part should
still be checked manually.

Another point - if the extra plate isn't in the inventory, sellers will not
be made aware of this and may miss out on the opportunity to get the most value
from their partout.
