I have just build up this set and it does include the plates with a Center hole - also viewable in the Manual part 2, page 12 (Picture on next thread).

Hi Oliver,
diese von Dir vorgefundenen Platten SIND ja bereits im Inventory des Sets - nur
eben als eine von zwei bekannten Optionen.
Deine beantragte Änderung benötigt aber den Nachweis, dass die Platten ohne Loch
in KEINEM Exemplar des Sets Verwendung fanden, nicht bloß die Existienz der anderen
Variante.
Ein Bild im Bauplan ist erfahrungsgemäß nur ein sehr schwaches Indiz, da Änderungen
in der Ausführung einzelner enthaltener Teile eines Sets in aller Regel im Bauplan
nicht nachvollzogen werden, die Kosten dafür wären viel zu hoch und der Zweck
marginal.

Jan is right about the general principle of using instructions to determine part
variations, and it seems that 2007 was a year of transition. So your request
would have been difficult to grant. It would take a lot of research and green
lights on almost everything to make it happen.
However, your request did lead me to look at the placement of part 4151 in inventories,
and I made several changes as a result. So thanks for bringing this matter up.
