The instructions show only one each of the green and red round plates.
This set was released at a time when those parts still came two on a sprue, so
the count is most likely correct, They should probably be listed as extras rather
than deleted. Not sure what the BL convention is for parts like that.

I'm not sure about the timeline of 4073 on a sprue (and 1987 was only the
starting year of this set's production run) but BL apparently does not use
the part on a sprue in inventories:

...even though the idea is to represent inventories as they come brand new.
But if BL did use this part, it wouldn't be considered an extra.

I agree, if that part is included, there is no need to list an extra. I wasn't
sure if BL allowed that in an inventory and you have answered that question (I
couldn't even find the sprue version, so thanks for the link). Maybe that
should be reconsidered, or at least allow the sprue version as an alternate.
Otherwise that leaves the issue at an impasse doesn't it?
I know the sprue version was still around in 1990 (but maybe not exclusively)
because I remember saving the sprue from my first M-Tron set because, dang, that
new neon color was just so cool to 12-year-old me! I even built a little lab
where the Futuron spacemen could study this newfound lego element.
