Hint: the 2 x 12 plate was not released until 1988.
That, and the fact that a close look at the image (step 20) reveals that the
short sides of the black roof are covered with three, not four studs of plates:
The center hole measures 4x6 studs, with the total roof being 8x12 (easily spotted
in step 21), leaving 2x 2 rows of studs at the long and 2x 3 rows of studs at
the sort sides.
I agree, looking close again at step 20, the side of the roof is only 3 studs.
But then the inventory is probably missing 4 of 2x3 black plates. Because I don't
understand how to build the roof otherwise...

I own the set, so I can tell you what parts are used to build the roof: 2 black
plates 2x6, 2 black plates 2x10 and 2 black plates 1x4.

I, too, own the set and there are 2 black plates 2x6, 2 black plates 2x10 and
2 black plates 1x4 on my built roof. It has been built since we bought the sealed
set in 1984, and has the dust to prove it.
With the actual instructions in hand, you can see the separation lines. These
are not easily seen with scans or pictures.
