Comes in a separate pack - built the set a week ago new from a LEGO storefront.

The 11402* tools always all come together in their own seperate plastic bag.
Newer production runs of this set have these new tools instead of the old 6246
tool wheel. When I submitted the other 11402* tools I submitted only the ones
that were alternates for the tools on the wheel, but the whole bag was included
so I guess the others should be added as extras.
