As a buyer I've found the quotes option very useful, and I do prefer to buy
from shops that offer quotes.
(The real issue is customs calculating fees.)

As for customs fees, I wasn't aware of any stores charging those, and I would
be surprised if they were able to quote those as I thought they were specific
to the destination country, not the country of origin?

tell you whether or not there will be custom duties - the value of the merchandise
determines that - it just gives you an idea of how much tax you'll have to
pay?
For most countries in Europe the "allowance" is around 22 EUR (~25.5 USD in today's
rates), for "tax free" imports. The value of goods is what counts here (excl
shipping), but if it exceeds 22 EUR then they also add shipping costs to calculate
the taxes.
If over that amount
a) first of all - fixed processing fee to you post office. In Lithuania it's
a bit over 10 USD
b) VAT on the value of goods + shipping. VAT% varies in different countries,
and it may also depend on the type of merchandise as well. For example, in some
countries you pay no VAT, or reduced VAT for periodicals/books etc.
c) above certain amount, you may also have to pay customs duty charges.
to give you an actual example, one of my recent imports from US looked like:
3.830 USD worth of merchandise
112 USD for shipping
FEES:
Post office for acting as an intermediator between me and the customs office
= ~10 USD
VAT on merchandise = 3.830 * 21% = 804.30 USD
VAT on shipping = 112 * 21% VAT = 23.52 USD
Customs duties = 3.830 USD * 3% = 180.01 USD
Total fees on 3.830 USD worth of stuff = 1017.83 USD

As far as I am aware, for imports into Norway you dont have to add shipping (or
any other fees) in order to determine if you will be charged any import taxes.
Only the actual value of goods is accounted for, which is at 200 NOK no?
Also.. sometimes it is less expensive to split your order onto two or more packages
for shipping, than to pay customs charges. That's what some of my Norwegian
customers opt for *cough*

That was true until 31. december 2014.
The new rules states that you have to add shipping and insurance, and they do
not mention anything about other fees, so to be safe I assume they are to be
included as well.
The new limit is 350 NOK, so it might be somewhat more, or somewhat less, than
the old limit.
Also.. sometimes it is less expensive to split your order onto two or more packages
for shipping, than to pay customs charges. That's what some of my Norwegian
customers opt for *cough*
I prefer waiting untill the seller have sent the order before I consider ordering
more from the same shop. (That removes the need for a cough ...)
