This is correct, the second issue of the set has 2 more then the original issue,
2 on page 49 to be exact which did not appear in the same step of the first issue.

So shouldn't this be set as an alternate then for an alternate build, since
this change will make the original issue inventory wrong?

Or list it under extra with the note it is included with later run but not in
earlier run, to be sure it is there before submitting part-out inventory to store.
