I have checked 6 of these sets, (by weighing them, using a digital scale that reads to 1000x0.01g) and none have this extra part, which leads me to conclude that the original inventory submission is wrong.
However, my sets came from the UK's version of May issue Legends of Chima comic, which is possible that the inventory has changed.

Hi Paul,

The submitter of the inventory assured me that he did indeed have an extra mask,
and extras are just that - extras. They are not part of the regular inventory
and some sets may have them and other sets not. Extras are just that and they
may or may not be included in a set, and quantity of extras may vary from set
top set.

Hi Hazel,

I did find it strange that this extra part was found in this set, as I have found
that of all of the Chima sets that have been on the comic, no extra parts have
been found, including the ones that I have inventoried. (which is why I included
the additional 'comment' in my original post.)
