"What is....?"

This can be tricky, but once you understand it's really quite easy.
The AVERAGE PRICE of all of your lots (Identical items are all in one lot, a different colour or size etc will be a new LOT or category) must be above fifty cents. This eliminates orders with a hundred different five cent bits, - extremely time consuming, and it can happen.
If you are only just under the average, then add something priced just over the average for a quick easy balancing; this can depend on how many lots are in your order. Most times adding a one-dollar minifig increases the average enough. There are also tutorials within bricklink that may explain it better, but my advice is to play with /adjust the quantities of lots in your cart, this will give you a great sense of how lot averages work.
