I found this item in a box. I believe it's from set 8458-1. It is a sticker
applied to two 1x4 tiles.

I can see the sticker that was applied on the sticker sheet. However, I don't
see a counterpart for this item. I would like to add one (if this is indeed from
that set). However, before a counterpart can bet set, doesn't the stickered
part have to exist in the catalog?

I believe the catalog folks do not like creating entries for multiple parts with
a sticker. Historically speaking.

Yes. It can be added to the 'Stickered Assembly' category as BA102pb07R

Here are some similar parts you can use as a guide.

And some additional copy and pasted help:

-------------

The proper procedure to add stickered parts to BrickLink and set inventories
is as follows:

(1) Add the stickered parts to the BrickLink catalog:

https://www.bricklink.com/wantedCatalog.asp?catType=P

Help on adding items to the BrickLink catalog:

https://www.bricklink.com/help.asp?helpID=71

(2) Add images to the BrickLink catalog for the stickered parts:

https://www.bricklink.com/v2/catalog/catalogImageAdd.page?itemType=P

Help on adding images to the BrickLink catalog:

(3) Fill out an Inventory Change Request to add the stickered parts to the set
inventories after they are approved by a Catalog Associate or Catalog Administrator:

https://www.bricklink.com/catalogInvChange.asp?itemType=S

----------

The following videos are great tutorials for the process:

There is also a 'How To' guide that shows how this process is accomplished:
