Instructions show 3 used, official set image shows 3 used and LEGO data shows 3 total for 7907.
Photos coming.
This part is not very common as extra but does appear as so in some sets.

Seems the second flame is meant to be loose on some pictures, as below it doesn't fit a cone piece.

The yellow cone from other subset has also an extra.
This also would match now with the official part count on the box: 232.
