I recently put a NPB onto an order that hadn't been paid for, normally it
runs for the 7 days, I'll then cancel it and leave a negative feedback with
no worry about getting one back.

Today I looked and it was set at NPX when I went into it I found the buyer had
requested it be cancelled and would take the penalty.
My question is if I leave a negative feedback can they give one back? or shall
I just let it go and not do anything?

Thanks in advance

NPX works the same as a completed NPB which means the Buyer won't be able
to leave any feedback.

(If he happens to leave any feedback today, it will be automatically removed
by tomorrow.)

Personally when a Buyer has the courtesy to accept the NPB and thus speeding
up the proccess of allowing me to relist the items, I will not leave any feedback.

This is what I was going to say as well.

For this exact reason, I would consider to contact help desk and request them
to revoke the NPB from this buyer's account and message the buyer and asked
them not to submit any order if they are not sure they want it.
