If the packaging effort was truly lacking, file with PayPal. If the payment method
was other than PP or a credit card, what's left to you here is working it
out with the vendor.

If you paid via PayPal, start a claim with them - but I think even if they find
in your favor you'll have to pay return shipping.
If you paid via Stripe then you'll have to start with your card or bank.
