slow. After placing the order I dug deeper. They had a few neutral/negative reviews
for slow shipment, but the worst seemed to be taking 6 weeks to receive order.
Still 500+positive, ~30 negative, fingers crossed.
Seller marked order as shipped on 6/30 (day 6 after placing order). Cool, maybe

More orders placed/received in the mean time, ~3 weeks roll by, on 7/14 I send
the seller a BL message expressing my concern. No response. More unanswered messages
7/18, 7/22, 7/25-- the last one begging for any communication, even
just verbal assurance the order was shipped. Silence.
Yesterday 7/28, I double check the calendar and the next day (today) will be
5 weeks, thinking if there's no communication in 24hrs, I'll file NSS.
I dig around their feedback some more, go back to read the seller's terms
again-- poof, store disabled due to more-than-3 NSS reports!! I immediately
file NSS and request refund from Paypal. I also went back to my wish-list and
started building carts from other stores for the parts I "need", but
figured I'd wait for my paycheck to clear before confirming the orders.
This morning, the seller responds saying the store was disabled due to a system
error, apologizes and gives me a tracking number. Also left a threatening response
to the NSS/negative feedback I left. I check the tracking number, and it was
generated TODAY (5 weeks after the order, 4 weeks after THEY marked it as shipped).
I responded to their message asking some clarifying questions, and the circumstances
behind the "system error"-- it's only been a few hours, but no
response yet.
Tracking now says USPS has the package.
My gut says after I receive the order & verify completeness, I'd reverse
the PayPal refund, and at-best change the text of the negative feedback (if I
can even do that).
What would you do? I guess I'm looking for confirmation that this is worth
leaving the negative feedback. Other than my conscience, do I have an obligation
to reverse the PP refund?

Personally, I agree with everything you have done. I would not take any further
actions until the order is received. The feedback you leave whether negative,
neutral, or positive would be completely justifiable. If the parts are great,
the seller provides a better reason for the delay such as a health crisis that
you are satisfied with then leave a positive with a note that the order took
a while to ship. If there is no further explanation but the parts are what you
ordered then leave a neutral, if the parts are terrible the order is short pieces
on top of the slow to ship then leave a negative. But by no means would I cancel
the NSS until I received the order. As far as PayPal goes if the parts received
are what you paid for then by all means reverse the refund. It's up in the
air for you to decide to refund the shipping charges in the PayPal refund depending
on how you feel about the delay in shipping. The aggravation of dealing with
a non responsive seller with no better excuse than system error would leave me
towards with holding the shipping charges from the return. But that's me
and this has been my two cents.

You are far more patient than I. If I think an order is at risk of not shipping
in 24 hours I'm pumping out emails to alert the buyer. Not getting any sort
of response to multiple messages would have me seeing red, so I think you handled
things exactly as a rational person should. (I am not rational. )
You have up to 30 days to remove a feedback and you have 180 days from the date
the order was placed to leave feedback, so if everything arrives and you're
satisfied you have time to remove it.
The disclaimer was right there in their about blurb, and all over the terms.
Normally, I'd be annoyed [redacted], but in this case (given the disclaimers) would
have been plenty happy if everything arrived within a month. Having not even
been shipped, a month after they marked it as shipped is inexcusable.

You might be able to delete the feedback and leave a different one, but it might
also be too late by then (I think it's locked in after 30 days). So if you
really want to leave that option open, you should delete it now.

I'm assuming you haven't actually gotten the money yet, and the PayPal
dispute is still active? The seller might be communicating with PayPal (that's
what I would do). In that case I'd imagine PayPal will find in the seller's
favor once
Anyway, this seller's feedback is not good. Another sign of issues is that
the number of feedbacks the seller has received is very low for the number of
orders he or she has gotten.
Paypal processed the refund immediately, I didn't need to wait for any human
adjudication.

I think you did nothing wrong. Such sellers should be out of BL. His reply to
your feedback is threatening indeed but let them contact BL, your feedback won't
be removed since there's nothing wrong with it.

I would have done what you did, only weeks ago. Bad stores are bad for everyone
on BL.

order (and 5 weeks after seller marked as shipped. 1 piece missing, and 30 wrong

I am leaving the honest negative feedback though.
I noticed the day they were suspended on has changed twice, so they got re-enabled
briefly, only to get shut down again (twice), most recently Aug 1. So by my math
at least 4 others have filed NSS against them. Oddly, they've received 4
more positive feedback since mine, and none negative. Maybe only 6.6% of us are
so "lucky".
Under estimated, revising my math-- I'll use the alphabet to represent
customers in the scenario.

AB lifted (2 - reenabled)

Yes.. hence why I removed my NSS. I messaged the seller asking how to proceed,
but (surprise?) they haven't responded. As the order was incomplete, I would
not want to fully reverse the refund.
