PayPal says it's bad luck for the seller, claim can't be cancelled. That's
not the way I like to do business. I did make extra costs and contact with the
seller is impossible. I don't know what to do now.

What would you do?

If the NSS is not completed, then you should be able to cancel it.

As for the rest, if you don't want them or want to pay for them again as
you bought elsewhere then tell the buyer that you will return them if they pay
you for the return shipping costs.

What would you do?

Ask the seller one last time if he wants the minifigures returned. Seller should
pay return shipping. The seller likely is not interested because the return shipping
soe not make it worthwhile. If you don't hear back you tried your best to
do the right thing and the minfigures are yours to keep.
