I am a new user and before I even confirmed my email for BL, I was sent an email
from another user Rayx pretending to be BrickLink support and to follow directions
for New User Verification. Being unfamiliar with the process I clicked the link
and it went to a third party website that looked like BL. It was for me to verify
my card information and I found this pretty suspicious. Unfortunately I didn't
catch on until it may have been too late.

Has this happened to anyone else? How did another user get my email information
before even verifying my email to BL?

It's a scam!

Please report the “member” here: https://www.bricklink.com/problemMember.asp

If you paid, quickly contact your bank or whatever service you used to pay.

BrickLink can't help you there.

Yes, it has been going on for months.

That's why:

1. There's this text at the top of the message, and that you didn't heed:
“CAUTION: This message originated from another BrickLink member and not a BrickLink
employee or administrator. Please avoid clicking on any links, sending funds,
or replying with any personal information.”

2. New users can't send PMs… but, apparently, scammers have old enough accounts

before even verifying my email to BL?

They didn't directly get your email, they sent a PM through BL, and PMs are
also sent as an email.
If you answered the email, they now have your email address.

But the more important is that if they have your money you need to contact your
bank.  And you can file a police report too.
